After applying the heat grease and cleaning, this sucker runs like it is supposed to. Turns out, when I took it apart to do some maintenance/cleaning of the heatsink, I discovered that there was NO heat transfer compound on either the cpu or gpu. I was experiencing the same issues, plus my 1764 was severely overheating. To figure out the scope of this problem, please try the steps above and report if you have these freezes! I called Dell tech support and they didn't seem to know what was wrong. It also occurs when mousing over floating toolbars in Paint.NET, a very common action in a program I use frequently.
It occurs frequently for both me and gphantom (in the link I posted previously) in Warcraft, rendering that game uplayable. This would not be a major issue if it was only reproducible in the Paint menu as I described, however it occurs on other applications where it can be exceedingly annoying or render something unplayable. Also, this problem does not occur with Dell Inspiron systems with older GMA 4500 Intel integrated graphics, nor does it occur with other computers with core i3/i5 + Intel HD graphics (I tried it on HP, Acer, and Gateway systems with core i3/i5 + Intel HD graphics). This problem occurred on Inspiron 1464 computers with an i3-330m processor as well as Inspiron 1764 computers with an i5-540m processor, therefore it is not a turbo boost problem because the i3's do not have turboboost.
